Utility Assistance

Rent and utility assistance is available through Emergency Food and Shelter Program.
Intake and referrals are provided by CSBG through the Texas Department of Housing and Community Affairs.
We provide information over the phone for any households needing assistance in the following areas: Kingsville, Ricardo, Riviera and Sarita.
Assistance is based on federal guidelines and is available until funds are exhausted.

APPLYING DOES NOT GUARENTEE ASSISTANCE. THIS PROGRAM IS FEDERALY FUNDED. ASSISTANCE IS BASED ON AVAILABILTY OF FUNDING AND MAY NOT BE AVAILABLE EACH YEAR.

YOU MUST HAVE ALL REQUIRED DOCUMENTS THE DAY OF YOUR APPOINTMENT. IF EMAILING DOCUMENTS, IT MUST BE DONE A DAY BEFORE YOUR APPOINMENT. YOU MAY NOT BE MORE THAN 15 MINUTES LATE TO YOUR APPOINTMENT. FAILURE TO COMPLY WILL RESULT IN RESCHEDULING YOUR APPOINTMENT, IF APPOINTMENTS ARE AVAILABLE.

Proof of Citizenship or Legal Residency:

YOU MUST PROVIDE CITIZENSHIP STAUS FOR ALL HOUSEHOLD MEMBERS

Valid/Current Photo ID (No more than 2 years expired) (may use a U.S. Passport) for ALL household members 18 years of age and older
Birth Certificate AND Social Security cards for EVERYONE in the household
Certificate of Naturalization or Citizenship (must include an alien number and/or certificate number written on then including photo.) Employment Authorization Card.

Proof of all gross income for past 30 days

YOU MUST PROVIDE INCOME FOR ALL HOUSEHOLD MEMBERS

Anyone 18 years of age and older who are not employed, not receiving SSA/SSI/VA BENEFITS and not receiving financial family support, will need to fill out a Declaration of Income statement (DIS) form explaining reason for not having income, AND you will NEED to register with WORKFORCE SOLUTIONS AND provide proof that you are currently active. If 18 and over and fulltime student we will need a school schedule and a DIS will have to be filled out in office. Anyone elf-employed, or working getting paid cash, needs to show proof of earning and register with the WORKFORCE and provide proof you are currently active.

YOU ARE FULLY RESPONSIBLE FOR YOUR BILL BEFORE, DURING AND AFTER THE APPLICATION PROCESS.

KCHS WILL NOT PAY FOR ANY LATE FEES, DEPOSITS OR RECONNECTION CHARGES. YOU WILL BE NOTIFIED BY MAIL IF YOUR APPLICATION IS APPROVED OR DENIED.

Current Utility Bills (Electric and Gas) showing meter number and service address. If bill is not under your name or anyone in your household proof of residency will be required. If there is a credit or a zero balance on your bill we will not be able to assist you at this time as the state would not consider this an immediate need of assistance.
